Meet the Strategic Management Team

The Strategic Management Team (SMT), under the direction of the Board of Directors, is responsible for leading the District, setting priorities, focus, energy and resources. Ensuring staff and other stakeholders work towards common goals in alignment with the District’s Board of Directors Strategic Plan’s initiatives and strategies, and adjusting to adapt to changes in community needs and environment around us.

Joshua Green

General Manager

As General Manager, Joshua directs and coordinates all activities of the District; is in charge of and has overall responsibility for all the District’s Departments: Fire & Emergency Medical Services, Parks & Recreation, and Administrative Services. Joshua joined the District in 2017 as the Parks and Recreation Administrator and was promoted to General Manager in 2019.  Prior to working for the District he worked for the City of Portland Parks and Recreation Department. Joshua is a leader who has a great commitment to diversity, equity and inclusion and his efforts have launched the District the next level in this area. The District is recognized nationally for its efforts and strides made in this area.

Sigrid Asmundson

District Counsel

Sigrid is a graduate of the UC Davis School of Law.  Sigrid began her employment with the Cosumnes Community Services District in July 2019, but she was no stranger to the District. Sigrid was a partner at Best Best and Krieger LLP (BBK) for almost 14 years, and was the attorney assigned to work directly with the District for the last 10 years of her tenure with BBK. Sigrid offers in depth legal support and expertise to District Executive Team, Board of Directors, and staff in areas of Municipal Law, Election Law and Administrative Law.

Mike McLaughlin

Fire Chief

Chief McLaughlin began his fire service career in 1988, as a Reserve Firefighter with the Contra Costa County Consolidated Fire Protection District.  Since then he worked for various agencies where he climbed through the ranks. Chief began his employment with the District in 2014 as a Deputy Fire Chief, and in 2017 he was promoted to Fire Chief and is responsible for a Department with 140+ safety personnel and 35+ non-safety personnel offering fire suppression and emergency medical services to the Cities of Elk Grove and Galt and unincorporated South Sacramento area.

Nitish Sharma

Chief Administrative Officer

Nitish joined the Cosumnes Community Services District in October of 2019.  He brings a strong background in finances to the District.  Before joining the District, Nitish worked as the Director of Finance/City Treasurer/CFO for the City of Davis for 15 months, prior to that he worked for almost 12 years as the Budget Manager for the City of West Sacramento.  Nitish is responsible for establishing and promoting transparent financial practices while overseeing multiple divisions: Human Resources, Finance, Information Technology, and Business and Community Affairs.

Paul Mewton

Chief of Planning, Design and Construction

Paul began his employment with the Cosumnes Community Services District in 2005. Before that he worked for the City of Fremont as Associate Landscape Architect. Paul holds a Bachelor in Landscape Architecture, City/Urban, Community and Regional Planning, Landscape Architecture. Paul has outstanding knowledge in the fields of construction management, sustainable design, and project planning. Under his direction his team designs award winning parks in the City of Elk Grove, providing the community world class parks and playgrounds.  Paul oversees District Facility Maintenance and Planning, Design and Construction.
