The Cosumnes Community Services District (CSD) is an independent special district under the Community Services District Law and is governed by an independently elected five-member Board of Directors.
Special districts are local government agencies that provide specific essential services. The Cosumnes CSD provides fire protection and emergency medical services for the cities of Elk Grove and Galt, as well as unincorporated areas of south Sacramento County, and parks and recreation services within the city of Elk Grove.
Over the past year, Cosumnes CSD has explored the option to change to a district-based electoral system for selecting Directors of the Board.
The District Board is currently elected through “at-large” elections. This means that residents vote for all candidates running for a Board seat, and the elected Directors represent the entire District versus a defined geographic area.
On January 17, 2018, the Board directed staff to prepare a report on the procedure, and the pros and cons, for converting Board elections from its current method of at-large to by- or from-division elections. This direction was subsequent to a public comment made at the Board’s November 15, 2017 meeting requesting the Board consider switching to division elections.
On March 21, 2018 the Board received a staff report which outlined different options for electing Directors to the Board. After discussion, the Board decided to wait for a voter-sponsored initiative to be submitted to the Board requesting a change in the method of election.
On December 19, 2018 the Board received and filed a report regarding different options for electing Directors and directed staff to schedule further discussion at a future Board meeting.
On February 20, 2019 the Board approved a resolution to begin the transition from at-large to by-district elections, commencing with the November 2020 election.
On June 5, 2019 the Board held the first Public Hearing to receive input from the community regarding the creation of a district-based election system. Demographer Paul Mitchell from Redistricting Partners gave a presentation regarding the districting process.
On June 19, 2019 the Board held the second Public Hearing to receive input from the community regarding the creation of a district-based election system. Demographer Jacob Thompson-Fisher from Redistricting Partners gave a presentation regarding the districting process.
On July 3, 2019 the Board reviewed three proposed voting maps and designated the odd numbered districts in each of the maps to be up for election in 2020.
On August 7, 2019, the Board held the first of two public hearings required to review and provide input on three draft maps prepared by demographers Redistricting Partners.
On August 21, 2019, the Board held the second required public hearing to review three amended maps prepared by demographers Redistricting Partners based on community and Board comments at the August 7 hearing.
On October 2, 2019, the Board held an additional public hearing to review the prior six maps as well as two new maps prepared by demographers Redistricting Partners based on maps submitted by a community member. The Board chose four final maps for the November 6, 2019 public hearing.
On November 6, 2019, the Board adopted Resolution No. 2019-87, A Resolution of the Cosumnes Community Services District Establishing a By-Division Election Process Pursuant to California Elections Code Section 10010. The Board approved Draft Plan D Map (PDF).
In accordance with Elections Code 10010(a) the draft maps and proposed voting districts up for election in 2020 must be published at least seven days prior to the first Public Hearing.
The following four (4) Draft Maps will be considered by the Board at the November Public Hearing.

The following is a list of scheduled Public Hearings. All Public Hearings are located at the Cosumnes CSD Board Chambers at 8820 Elk Grove Blvd., Elk Grove, CA 95624, 6:30 pm.
These public hearings will be an opportunity to provide input and listen to what other members of the community are suggesting. If you are unable to attend a scheduled Public Hearing, you are welcome to provide input via email (firstname.lastname@example.org). Your comments will be collected by the Clerk to the Board and shared with the Board at the upcoming Public Hearings.
