The Board of Directors is the governing body of the Cosumnes CSD. The Board is responsible for formulating and approving policies for the operation, control, administration, and planning of the District's facilities and activities. The five members of the Board are elected on a non-partisan basis by the public at large to 4-year staggered terms. At the beginning of each year, the Board selects from its members a President and Vice-President to serve during the ensuing year.
President - Term 2016 - 2020
Gil Albiani, a long-time resident of the Elk Grove area and a respected member of the local real estate community, was first elected to the CSD Board in 2004 and was reelected in 2008, 2012 and 2016. He has been active in local, regional and statewide affairs. He currently serves on the board of directors of the Mercy Foundation and the Dignity Healthcare of Greater Sacramento Service Area. He has previously served on several regional boards including the California Exposition & State Fair Board, Sacramento Metro Chamber of Commerce, Florin Resource Conservation District, and American Lung Association. He has served as president of the Sacramento Association of Realtors and was selected as its 1999 Realtor of the Year. He is partner of the Albiani Real Estate Group and member of the Sacramento County Farm Bureau and American Shorthorn Association. Gil and his wife Kay have five children and 14 grandchildren. Email
Vice President - Term 2016 - 2020
Orlando Fuentes is a longtime resident of the Laguna Creek area of Elk Grove. Orlando served 26 years in state government in various Health and Human Services programs, from serving as a child abuse prevention expert, to public health consultant, and mental health specialist. He also served in the Attorney General’s Office of Crime Prevention, working with law enforcement to create drug-free zones around schools, churches, and parks statewide. Throughout his career he has been directly involved in policy development, as well as program planning, development, and implementation. Since his retirement from state government, Orlando has been an active volunteer in the Elk Grove community, serving as a lead organizer of Elk Grove’s annual Multicultural Festival. Email

Jim Luttrell was born and raised in the Sacramento area, and has resided in Elk Grove since 1980. He and his wife Linda have been married for 46 years. They currently live in the Del Webb community. Jim worked for the Sacramento Fire Department for over 30 years and retired as a Captain. He was president of the Board of directors for the Firefighters Burn Institute and Firefighters Local 522. Director - Term 2018 - 2022
Rod Brewer lives in East Elk Grove and is a longtime active member in the community. Rod was elected to the CSD Board of Directors in 2010 and re-elected to respective second and third terms in 2014 and 2018. Currently, Rod is a Government Relations Advisor for Southern California Edison. Before working for Southern California Edison, Rod served over 15 years as a policy consultant and legislative aide to lawmakers in the California Legislature and the U.S. House of Representatives working on a broad range of issues including agriculture, water, budget, public safety, transportation, utilities, emergency preparedness, emergency services, conservation, economic development, government oversight, public records and open meetings laws. In addition, Rod served as an appointed advisory board member for Elk Grove on the Sacramento Regional Human Rights / Fair Housing Commission from 2009 through 2013 and as a member on the Elk Grove Food Bank Services Board of Directors from 2009 through 2011. Rod, a Tulare native, holds a B.A. in Political Science – Public Service from the University of California, Davis.
Jaclyn Moreno and her family have lived in the Elk Grove community for 15 years. She engages in a variety of community service projects and owns and operates a local small-business as a school psychologist supporting special education students in public schools. Jaclyn has two young daughters who actively participate in Cosumnes CSD programs and have blossomed because of their involvement. From sports to arts to special events, Cosumnes CSD has had a profound impact in shaping her daughters into the adults they will become and Jaclyn would like to ensure every resident has the opportunity to benefit from high-quality fire, parks, and recreation services, just like her family has. Members of the community are welcome to request to be in the Agenda for any of the Board meetings. Such requests are subject to review by the Board Secretary. All items submitted for the Agenda must be in writing. The deadline for submitting these items is 4 pm on the Monday one week prior to the meeting. Email the Secretary of the Board for all such items.
