What’s Happening?
Property owners in the Fallbrook/Park Lane/Britschgi neighborhood are receiving mail-in ballots a second time in a proposed park maintenance assessment district because many of the property owners in that neighborhood successfully petitioned the Cosumnes Community Services District Board of Directors to hold another balloting procedure. The petitioners want to pay more to avoid cutbacks in neighborhood park and corridor maintenance, forced by skyrocketing costs for water and other maintenance.
Who’s Affected and Where Do They Own Property?
Nearly 1,000 property owners are receiving ballots in the proposed Fallbrook/Park Lane/Britschgi Park Assessment District. The proposed district, shown in a map on this site, is generally bounded by Bond Road, Waterman Road, Porto Bello Way, Laguna Creek and railroad tracks. The district includes Van Doren Park, Hill Park, landscape corridors on Bond Road and Waterman Road, and Laguna Creek Trail.
Why Did Some Property Owners Seek Another Vote?
The proposed Fallbrook/Park Lane/ Britschgi Park Assessment District was part of the Central zone, which rejected an additional assessment to finance skyrocketing costs for water and other park maintenance. As a result, mowing, watering and other maintenance operations had to be reduced or eliminated across the zone. Specifically, in the new proposed district, the CSD has been forced to cut back maintenance, close a park restroom, and identify some park and corridor grass for elimination.
How Much Will A New Park Benefit Assessment Cost?
Property owners in the proposed district will decide if they want to support a new assessment of $130 annually to fund the maintenance and operations of local parks and corridors.
When Will Balloting Occur?
The mail-in balloting procedure is being conducted from September 2 to October 21.The CSD Board will conduct a public hearing on October 21 and announce the results of ballot tabulation at a special meeting on October 26.
At Stake?
If there is a “yes” vote for a new assessment, the CSD can restore funding for all maintenance cuts, prevent the elimination of park and corridor grass, and fund maintenance of the yet-to-be-built Van Doren Park – Phase 2 (construction funds exist – maintenance funds do not).
Approval requires a simple majority vote of those casting ballots. Ballots are
weighted based on dwelling units one owns.
If the new assessment is not approved, the CSD must proceed with budget balancing cutbacks and will not build Phase 2 of Van Doren Park.
