Meet the CSD Board

Cosumnes CSD´s Board of Directors is comprised of five elected members, each with a record of service to the community and dedicated to the CSD's mission, "enriching community, saving lives."

Elaine Wright

ELAINE WRIGHT
President of the Board of Directors, Board of Directors (elected 2000)
Elaine is an active member of several other organizations as well, including the Elk Grove Chamber of Commerce (past President and current Ambassador), former member of the Soroptimist International of Rio Cosumnes, Senior Center of Elk Grove, Elk Grove Historical Society Board of Directors, and the Elk Grove Community Harvest and Giant Pumpkin Festival Committee. Elaine is a long-time resident of Elk Grove and worked in the community for 35 years. She lives in central Elk Grove with her husband Jim.

Michelle Orrock

MICHELLE ORROCK
Vice President of the Board of Directors (elected 2008)
Michelle Orrock lives in East Elk Grove with her family – husband Chris, and sons Jacob and Ben. She is the former communications director for the Governor's Office of the Secretary of Education, and is currently the communications director for the National Federation of Independent Business, the nation's largest small business association. In addition to her work with the NFIB, Michelle and her husband own an insurance agency in Elk Grove. She was the chair of the Elk Grove Charter Exploratory and Election Reform Committee. Michelle is a past president and board member for CA Women LEAD, an organization that encourages women to run for elected office and apply for appointments.

Gil Albiani

GIL ALBIANI
Member, Board of Directors (elected 2004)
Gil Albiani, a long-time resident of the Elk Grove area and a respected member of the local real estate community, was first elected to the CSD Board in 2004 and was relected in 2008. He has been active in local, regional and statewide affairs. He currently serves on California Exposition & State Fair Board, having been appointed by the governor in 2007, as well as on the boards of directors of the Sacramento Metro Chamber of Commerce, Methodist Hospital, Mercy Foundation and American Lung Association. He has served on several regional boards including the California Association of Realtors and the Florin Resource Conservation District. Previously he has served as president of the Sacramento Association of Realtors and was selected as its 1999 Realtor of the Year.

Keith Grueneberg

KEITH GRUENEBERG
Member, Board of Directors (elected 2006)
Keith has a long and distinguished career in public service. His fire service career spans nearly four decades with fire agencies both in and outside of California. He served 15 years with the Elk Grove CSD Fire Department, including three years as chief, before his retirement in 2006. He also has more than 20 years of law enforcement experience, including service with the FBI, the Grass Valley Police Department and the Nevada County Sheriff´s Department, where he continues to serve as a reserve deputy sheriff. Keith served with the U.S. Air Force in special operations in Vietnam. He resides in Elk Grove, where a new fire station expected to open in 2013 will be named in his honor.

Guy Rutter

GUY RUTTER
Member, Board of Directors (elected 2008)
Guy Rutter, whose professional fire service career spanned 33 years, including 28 years as chief of the Sloughhouse Fire Protection District, was chairman of the Galt Fire Protection District Board of Directors when it merged with the CSD in 2006 to create the Cosumnes Community Services District. Following the merger, Guy served on the Galt Advisory Board which advised the CSD Board during the transition. Guy was the first candidate from Galt to run in the CSD Board elections. He is a commercial beekeeper serving the Central Valley, and is an active member of the Sacramento County Farm Bureau, where he is a member of the Board of Directors and serves on the Legislative Committee and is Sacramento County's representative to the California Farm Bureau Federation Bee Advisory Committee. Guy also was appointed by the Sacramento County Board of Supervisors to the Galt/Arno Cemetery Board. He and his wife Malinda live in Galt.
